I wondered what this "improved Nobukou" was, so I looked it up on the Internet and found that it was the name of a sake rice.
This sake rice is said to be difficult to grow and harvest.
It is said to be an "improved" version of a rice called "Nobukou 190. (according to internet research).
A strain of Takananishiki (?). I found out that it is a strain of Takane-nishiki.
